I observe that the word Shanghai is used
throughout, but I presume that companies trading in
other parts of China are to be included in the scheme.
There are not at present many of these but they
exist at Tientsin and elsewhere.

I was unable to make any progress in the matter
until I obtained copies of the new Ordinance about.
a fortnight ago. After consideration of its pro-
visions I asked the Shanghai branch of the China
Association to delegate a small committee of its
members to meet me and I invited two of the leading

legal practitioners to be present. The China Asso-
ciation were represented by Mr. Platt, barrister-at-
law president of the Shanghai branch, Mr. C. E. Anton
of
